Will the new Texas power report change the game?

After months of delays, the electricity forecast for the next 10 years will be released on Feb. 28, the Electric Reliability Council of Texas (ERCOT) announced Tuesday.
The politically-charged report will become a focal point in the ongoing debate about the state’s electricity market and whether it should change to a capacity market.
The Capacity, Demand and Reserves (CDR) report uses a new methodology that uses the latest smart-meter technology and other factors to better predict the growth in electricity demand. The ERCOT board of directors instructed staff to release the report as soon as possible. It is typically released every December, but was delayed so the new methodology could be ironed out. A preliminary report released in January showed demand growing much slower than older forecasts showed.
